BIMSTEC security chiefs agree on new maritime, disaster relief guidelines at New Delhi summit

National security chiefs from the Bay of Bengal region convened in New Delhi on Thursday, July 16, to reinforce regional stability, adopting new guidelines for maritime cooperation, law enforcement at sea, and rapid disaster response.

The fifth Meeting of the BIMSTEC National Security Chiefs was hosted by India’s National Security Advisor Ajit Doval. The high-level summit brought together top security officials and heads of delegations from all other member states, including Bangladesh, Bhutan, Myanmar, Nepal, Sri Lanka, and Thailand.

As a crucial geopolitical bridge between South Asia and Southeast Asia, the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) has steadily deepened its focus on regional security, transport connectivity, and disaster management. Addressing the delegation, Doval emphasized the urgent need for closer collaboration to navigate a challenging global landscape marked by supply chain disruptions, geopolitical uncertainty, and rapid technological change.

A major outcome of Thursday's session was the formal adoption of joint guidelines for the maritime component of humanitarian assistance and disaster relief. The new framework is designed to allow member states to coordinate and execute relief operations across the Indian Ocean region much more quickly during emergencies.

Additionally, the security chiefs endorsed a set of guiding principles for maritime law enforcement agencies. Officials stated these principles will serve as standard reference points to improve predictability, reduce misunderstandings, and promote safety during operational interactions at sea.

During the session, BIMSTEC Secretary General Indra Mani Pandey presented a comprehensive review of the ongoing security cooperation, charting progress across cyber, maritime, and energy domains. The delegates also discussed practical, result-oriented measures to counter terrorism, curb transnational organized crime, and tackle emerging technological threats.

With BIMSTEC approaching its 30th anniversary next year, the national security heads reaffirmed their commitment to expanding knowledge-sharing and bolstering institutional capacity to build a more resilient and secure region.
