Home Ministry begins probe into AIG Gyawali’s age dispute

He is nine days older, claims CIAA

The Commission for the Investigation of Abuse of Authority (CIAA), an anti-graft body, has directed the Ministry of Home Affairs to investigate Additional Inspector General (AIG) of Nepal Police Shyam Lal Gyawali over his age dispute.

The anti-graft body on Tuesday sent a letter to home secretary directing the latter to probe into the case and submit the report within a month.

Home Secretary Binod Prakash Singh informed that a letter has been received and a process of investigation has been initiated.

“We received a letter yesterday. The government is informed about it. A letter has also been sent to the Nepal Police headquarters,” said Home Secretary Singh.

On February 26, a complaint had been filed against Shyam Lal Gyawali who received an insignia of Additional Inspector General of Police on Wednesday.

It is mentioned in the complaint that Gyawali obtained the job by tricking government officials by altering the date of birth of his citizenship.

“In the preliminary investigation regarding the said complaint, it was stated that his age is 17 years in the certificate of Nepali citizenship issued by the District Administration Office, Pyuthan to Shyam Lal Gyawali on April 3, 1985, according to which his date of birth is calculated as April 3, 1968,” reads a letter issued by the CIAA.

The sub-rule (1) of Rule 13 of the Police Regulations, 2049 (second amendment), has a provision that a person who has attained the age of 20 years and has not crossed 25 years on the 1st of Nepali month Baisakh of the year of selection can participate in the open competition for the post of Police Inspector.

Even in the call for applications for the post of police inspector published in Gorkhapatra on November 16, 1993, there is a provision that the candidates must be 20 years old and not more than 25 years on Nepali month Baisakh 1 of the year of selection.

The authority said, "It appears that the age of Shyam Lal Gyawali will be 25 years and nine days on Nepali month Baisakh 1 of the year 2050, according to his Nepali citizenship certificate."

The preliminary investigation shows that Gyawali's age is found to be nine days older. The Ministry of Home Affairs has directed to send the letter to the police headquarters for further investigation.

On the other hand, Gyawali, who received the insignia of AIG on Wednesday, is in the race to become IGP after two days.

Out of five AIGs promoted along with Gyawali, the government will pick one as IGP on Friday.

Earlier, DIG Ashok Singh of this batch had resigned on the ground of age dispute.
