Speaker who resigned to help alliance garner majority to get ministerial post

Speaker of Koshi Province Assembly, Baburam Gautam, who resigned from his post to help the ruling alliance led by Nepali Congress garner majority to form a government in the province is to be appointed as the minister.

According to sources, Gautam will be apointed as a minister without portfolio. 

Speaker Gautam on Tuesday resigned from his post to notch up 47 lawmakers in the Province Assembly required for the formation of the government in the province.

Nepali Congress Parliamentary Party leader of Koshi Province Uddhav Thapa has been reinstated as the Chief Minister of the province five days after being relieved of his post by the Supreme Court.

Province Chief Parshuram Khapung has reinstated Thapa as the Chief Minister for the second time in the interval of 26 days. Thapa who was appointed as the Chief Minister on July 6 was relieved of his post after the Supreme Court invalidated the signature of Speaker Baburam Gautam on July 27.

Thapa is taking the oath of office and secrecy at 5 pm today.

Earlier, the swearing-in program which was scheduled to be held at 10.30 am on Wednesday was deferred for 5 pm due to the failure of the coalition to strike a deal on power sharing.

At least three leaders of the coalition are being appointed as ministers after Chief Minister Thapa takes oath on Wednesday.

Baburam Gautam, who resigned as Speaker, is also on the list to become a minister. He was elected from Okhaldhunga Province Assembly 2 in the last election.

Similarly, Pradeep Sunuwar of Okhaldhunga from the Nepali Congress and Kamal Jabegu from the Unified Socialist have been confirmed as ministers.

It is said that a decision will be taken later as there are disputes within the coalition and parties about other ministers.

Congress party leader Thapa has the support from 29 MPs of Congress, 13 from Maoist Center, four from Unified Socialist and one from Janata Samajbadi Party to make him the Chief Minister. After Gautam resigned as Speaker, the number of Maoist Center MPs has reached 13.

That's why the coalition laid claim to the government on Tuesday after achieving majority of 47 MPs.
