Who will form government in Province 1?

UML: 24 FPTP seats followed by NC-led alliance with 23

As the vote count is nearing the final stage, CPN-UML has emerged the largest party in Province 1.

According to the latest vote count updates, UML has won 24 first-past-the-post (FPTP) seats in the Province Assembly out of 56 seats.  It is taking lead in one constituency.

The democratic-left-alliance (Nepali Congress, CPN (Maoist Center) and CPN (Unified Socialist)) have won 23 seats and are leading in six constituencies. If won in these constituencies, the total number of seats of the NC-led alliance will reach only 29. 

The alliance needs 18 more seats to form the government as at least 47 seats are required to garner a simple majority. 

On the other hand, UML needs 22 seats to form the government. Of the total 93 seats in the assembly, 56 are FPTP and 37 are PR seats. 

OF total of 1,651,917 PR votes in Province 1, UML has got 575,384 votes followed by NC with 485,765.  Similarly, Rastriya Prajatantra Party has obtained 177,000 votes followed by Maoist Center with 161,981 votes, Janata Samajbadi Party 54,000 while Unified Socialist has received 50,200 votes. 

As things stand, UML will receive 14 seats under the PR category – 39 seats if put together both PR and FPTP seats. UML needs only eight seats for a simple majority to form a government. RPP has won six seats including two FPTP and four PR seats.  

If UML is able to garner support from two parties (at least from RPP and JSP), it will garner 46 seats, paving the way for it to form the new government.  Likewise, NC is likely to receive 26 seats – 14 under FPTP and 12 under PR category.   

Maoist Center will also receive 11 seats –seven under FPTP and four PR category while Unified Socialist is likely to garner three seats – two under FPTP and one under PR category. 

If added together, the alliance will have 40 seats. It needs seven more seats to garner a simple majority to form the government. 

 Forty-seven seats are required to form the government in Province 1. There are 93 seats in the province. 
The UML was the main opposition in the province before. 

In the general elections of 2074, UML had won 51 seats (36 FPTP and 15 PR seats), becoming the largest party. It was reduced to 41 after 10 lawmakers defected to form CPN (Unified Socialist) led by Madhav Nepal. 

NC had won 21 seats (eight FPTP and 13 PR) to become the second largest party, Maoist Center had become third and Sanghiya Samajbadi Forum was placed fourth with three seats in the previous elections.
