Possible faces to be elected as PR lawmakers from UML

The Election Commission (EC) has made public results of 162 out of 165 constituencies under the first-past-the-post system of the House Representatives (HoR) until the posting of this news. Similarly, the 10,382,085 votes cast under proportional representation (PR) have been counted.

CPN (UML), which emerged as the largest party with 88 seats under the first-past-the-post category in the elections of 2017, has been limited to 44, this time. It had received 41 seats by garnering 3,173,494 votes in the elections held five years ago. UML is leading in the PR vote count this time, too, with 2,773,999 votes.

A constitutional provision has it that, every party has to elect 33 percent of women to the HoR.

As per the latest vote count results, UML is likely to receive 34 seats under the PR category. There are 16 lawmakers including the chairman in the National Assembly representing UML. It has won 44 seats under the FPTP category. Hence, UML will have a total of 94 lawmakers including those represented in the NA. Currently, there are nine women lawmakers in the NA from UML and four women have already been elected under the FPTP category.

UML, now, has to elect 31 women lawmakers to make up 33 percent. There are a total of 13 women lawmakers including nine represented in the NA four elected under the FPTP category.

With this, UML now requires to elect 18 more women lawmakers to make up 33 percent and they have to be elected from the PR category. They have to be elected from the closed list of 110 candidates submitted to the EC by the party.

Directed elected women lawmakers

Two lawmakers including Jwala Kumari Sah (Bara-3) and Juli Kumari Mahato (Dhanusha-3) are from Madhesi cluster, Bidhya Bhattarai (Kaski-3) from Khas-Arya cluster and Bhagawati Chaudhary (Sunsari-3) from Tharu cluster.

Possible faces of women to be elected under PR category

UML has to follow the provision of caste cluster while electing the lawmakers under PR category. According to the provision laid down in the existing constitution, Adivasi-Janajati (28.70%), Khas-Arya (31.20%), Tharu (6.60%), Dalit (13.80%), Madhesi (5.30%) and Muslim (4.40%) need to be represented in the federal parliament.

Hence, priority should be given to women while electing lawmakers as per the provision of 33 percent of women representation in parliament. Accordingly, UML has to send 24 lawmakers under Khas-Arya cluster, 22 lawmakers from the Adivasi-Janajati category, four from Tharu, six from Madhesi and 11 from Dalit category.

Male lawmakers likely to be elected from UML

According to the closed list submitted by UML, those who are in the first and second priority are certain to become lawmakers. Raghuji Pant and Eknath Dhakal are certain to be elected from Khas Arya.

Similarly, Devi Prasad Bhattachan and Hemrai Rai will be elected from the Adivasi cluster. According to the closed list submitted by UML, Bhattachan is number one and Rai is number two in this cluster.

Ishwar Bahadur Rijal (BK) and Prabhu Hajara Dusadh will be elected from the Dalit cluster. Similarly, Ganga Prasad Yadav and Amrit Lal Rajbangshi will be elected from the Madhesi cluster. Saraj Ahmad Farooqui and Ejaz Alam will be elected from the Muslim cluster.

Similarly, from the Tharu cluster, the names of Satyanarayan Chaudhary and Janjir Prasad Chaudhary are ranked first and second respectively.
