Taskforce forges historic consensus on transitional justice

The parties have reached an agreement on the Bill Prepared for the Amendment of the Investigation of Enforced Disappeared Persons, Truth and Reconciliation Commission Act, 2014.

A meeting of the taskforce formed by the government to sort out the bill related to transitional justice held at the Ministry of Home Affairs in Singha Durbar struck a deal today, said Janardan Sharma, Deputy General Secretary of CPN (Maoist Center).

Sharma said that in the discussion held at the Ministry of Home Affairs in Singha Durbar, agreement was reached on all pending issues and now the report will be submitted to the top leaders.

The committee, which includes Home Minister Ramesh Lekhak, CPN (UML) Chief Whip Mahesh Bartaula and Deputy General Secretary Sharma, will submit a report to the three top leaders by Friday evening.

The committee will now enact the law after completing necessary processes. "We have reached a final agreement on creating a law. Now it will go through the due process," said Sharma.

He added, 'There were four remaining issues, we have resolved them today with consensus. Now we will submit the report to the leaders. Then the committee will take the process forward according to its rules.  Striking consensus on this bill is itself a big thing.”

He said that it was also clarified concerning security personnel, former Maoist combatants. "We have mentioned that serious human violations will be intentional or voluntary," he said.

Parties reached consensus on addressing issues on serious human rights violations today, said UML Chief Whip Bartaula.

 “The peace process of Nepal can be concluded in two to three years from now,” said Bartaula.

Home Minister Lekhak, UML chief whip Bartaula, Maoist Center leader Janardan Sharma, Minister for Law, Justice and Parliamentary Affairs Ajaya Kumar Chaurasiya and Chair of Law, Justice and Human Rights Committee of parliament Bimala Subedi were present in the meeting.

Earlier, the taskforce had forged consensus in principle on the bill on transitional justice.
