The High-Level Economic Reforms Commission has recommended abolishing the quota system for medical, engineering, and pilot studies.
Presenting a 14-point recommendation for the education sector to Finance Minister Bishnu Paduel on Friday, the commission mentioned in its report that implementing the quota system in specialized services has led to negative outcomes.
The high-level economic reform report, made public today, highlighted the unequal distribution of educational opportunities in Nepal and suggested implementing separate programs in 10 districts. It recommended running special programs in schools in Rautahat, Mahottari, Sarlahi, Humla, Bara, Siraha, Dhanusha, Dolpa, Saptari, and Sindhupalchowk districts to improve literacy rates and educational standards.
The report noted that the number of students in community schools is declining, with 60% of such schools having fewer than 100 students. Only 2.57% of community schools have more than 1,000 students.
The report found that students are significantly weak in English, Mathematics, and Science and suggested that teachers who have not completed a Bachelor of Science (BSc) should not be allowed to teach Mathematics, and Science.
The report also pointed out that universities have a low student enrollment. Despite having 13 universities in Nepal, 80% of students are enrolled at Tribhuvan University.
It recommended that universities with low student numbers should improve production efficiency and reduce per-unit costs.
