Prime Minister KP Sharma Oli said that he would raise the issue of the agreement between India and China on reopening trade through the Nepali territory of Lipulekh. Oli, who is embarking on a five-day visit to China on Saturday, said that he would discuss it during this visit.
Oli, who informed about his visit to China in the House of Representatives meeting on Friday, did not say anything about Lipulekh during his address, nor did it feature in his schedule on China visit the government made public.
However, while answering a question asked by a journalist while leaving the parliament after the meeting, Oli said that he would raise the Lipulekh issue during his China visit. "Of course it would be raised," Oli said in response to the journalist's question.
Oli is visiting China from August 30 to September 3.
He shared that meetings have been scheduled with heads of various countries, including Chinese President Xi Jinping and Russian President Vladimir Putin, during the visit.
"So far, separate meetings have been scheduled with His Excellency Vladimir Putin, President of the Russian Federation, His Excellency Dr. Mohamed Muizzu, President of the Republic of Maldives, His Excellency Dr. Cambodian Prime Minister Dr Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, His Excellency Sonexay Siphandone, Prime Minister of the Lao People's Democratic Republic, and His Excellency Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam," he said.
Although there had been talks of a meeting with Indian Prime Minister Narendra Modi in China, Oli did not touch upon this issue during his address to the House.
Main ten points of Oli's statement
1. At the friendly invitation of His Excellency President Xi Jinping of the friendly country of the People's Republic of China, I am leading a Nepali delegation on a 5-day visit to China from August 30 to September 3, 2025.
2. The main purpose of this visit is to participate in the Shanghai Cooperation Organization (SCO) Summit to be held in Tianjin, China.
3. The Shanghai Cooperation Organization (SCO), established in 2001, has today developed into one of the largest regional organizations in the world. China, Russia, India, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Iran, and Belarus are its full member states. Afghanistan and Mongolia are two observer states.
Nepal, along with Turkey, Sri Lanka, Azerbaijan, Armenia, Cambodia, Egypt, Qatar, Saudi Arabia, Kuwait, Maldives, Myanmar, Bahrain and the United Arab Emirates, are dialogue partners of the Shanghai Cooperation Organization.
4. Nepal has been a dialogue partner of this organization since 2016. Our efforts are to enhance the level of Nepal's participation in this organization, clearly express Nepal's views and priorities on contemporary regional and international affairs, and through this, achieve maximum benefits and promote Nepal's interests.
5. During this visit, I am scheduled to have a bilateral meeting with His Excellency the President of China, Mr. Xi Jinping.
I will also meet with His Excellency the Vice President of China, Mr. Han Zheng in Beijing. We will also participate in separate dinners hosted by His Excellency the President and Vice President of China.
6. We will participate in the SCO Plus Summit to be held in Tianjin on 1 September 2025, respectively, and I am scheduled to address that summit.
7. During the SCO Summit, I am scheduled to hold sideline meetings with the heads of state and government of various friendly countries. During those meetings, bilateral and other priority issues between Nepal and those countries will be discussed. I am scheduled to leave for Beijing from Tianjin on the same day (September 1 evening).
So far, separate meetings have been scheduled with His Excellency President of the Russian Federation Vladimir Putin, His Excellency President of the Republic of Maldives Dr. Mohamed Muizzu, His Excellency Prime Minister of the Kingdom of Cambodia Dr. Samdech Moha Borvor Thipadei Hun Manet, His Excellency Prime Minister of the Lao People's Democratic Republic Mr. Sonexay Siphandone, and His Excellency Prime Minister of the Socialist Republic of Vietnam Mr. Pham Minh Chinh.
8. As a final program, our delegation, along with world leaders, will also participate in the 80th anniversary celebrations of the Victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, to be organized by the Chinese government in Beijing on September 3, 2025. According to the Chinese government, more than 50 countries will participate in these programs.
9. I am confident that this visit will further strengthen the friendly bilateral relations between Nepal and the People's Republic of China, and that my participation in the SCO Summit will enhance the image and prestige of the country by presenting Nepal's concepts and priorities on various contemporary issues on the international stage.
10. Our delegation includes my wife, Mrs. Radhika Shakya, former Deputy Prime Minister and member of the House of Representatives, Hon. Purna Bahadur Khadka, Hon. Minister for Education, Science and Technology, Shri Raghuji Pant, Hon. Minister for Culture, Tourism and Civil Aviation, Badri Prasad Pandey, former Minister and Economic and Development Advisor to the Prime Minister, Dr. Yuba Raj Khatiwada, former minister and member of the House of Representatives, Hon. Mr. Chhabilal Bishwakarma, and high-ranking employees of the Government of Nepal will participate.
