An additional complaint has been filed with the police against Kathmandu Metropolitan City Mayor Balendra Shah and Sudan Gurung, the chairman of 'Hami Nepal', a non-government organization and a leader of a Gen Z group.

The complaint was filed on Wednesday by Yubraj Paudel 'Safal'. Initially, the police refused to accept Safal's complaint when he went to the police station himself, so he sent it via a post office. Kathmandu Police spokesperson SP Pawan Bhattarai confirmed receiving the complaint and stated it would be forwarded to the Inquiry Commission led by Gauri Bahadur Karki.

This is the second such complaint, following one previously filed by the UML's student wing, ANNFSU. Safal's complaint alleges that Shah and Gurung played a major role in causing destruction during the Gen Z protests on September 8 and 9.

Safal accuses Balen Shah of planning and plotting this destruction, and using social media to incite the Gen Z group and direct them to carry out various unruly activities. He also mentions that two years ago, when police checked the vehicle with his wife inside, Balen wrote a post saying he would burn down Singha Durbar. The complaint alleges that during the protests, Balen wrote a status asking the protestors to stop the agitation after Oli's resignation, negotiate with the Nepali Army, and dissolve the parliament, suggesting he led the Gen Z movement. Safal further claims Balen is now involved in demanding the resignation of the Chief Justice and other justices at the behest of foreign influence.

The complaint also accuses Sudan Gurung of playing a role in burning down Singha Durbar, the Supreme Court, and orchestrating mayhem throughout the Gen Z movement. Safal claims that the shooting incident happened only after Gurung's group joined the movement, causing genuine Gen Z members to leave due to fears of infiltration. Therefore, he believes an investigation into them is necessary.

The complainant seeks the maximum penalty against Balendra and Sudan for the offense of treason.

It's noted that Sudan Gurung had also previously filed a complaint against former Prime Minister KP Sharma Oli and Home Minister Ramesh Lekhak, accusing them of ordering the shooting during the Gen Z movement. The police will also forward this complaint to the same Commission.
