CPN (UML) has called for an investigation into the incidents that occurred on September 8 and punishment for those responsible. Presenting a six-page long political dossier, Chairman Oli put forth this demand at the UML Central Committee (CC) meeting that began on Wednesday.
The report details the events of September 8, which saw an attack on the Parliament building, gunfire, and killings. It says, "Various facts have emerged, demonstrating that unfamiliar, suspicious, and violent groups infiltrated the peaceful protest that moved from Maitighar Mandala to New Baneshwar on September 8. These groups infiltrated the 'Gen Z' youth, breached walls, incited them, leading to a confrontation."
The report raises key questions: "How did such a situation arise? Why was necessary security vigilance, anticipating potential infiltration, not maintained? And why was a situation created that led to gunfire? Was this merely a security lapse, or were other motives involved? Why and how were such a large number of students and youths killed? It is essential to thoroughly investigate this incident and punish the perpetrators in accordance with the law."
Furthermore, UML has described the September 9, 2025 event as a premeditated and organized conspiracy. "The scale of vandalism, arson, and looting that terrorized the entire country on September 9 was not a spontaneous action, or a result of the previous day's anger, or a normal incident. It was a long-prepared, pre-planned, and terrible conspiracy and attack against the nation, its people, democracy, and the constitution," asserts the report.
The report further argues that this was a continuation of the so-called 'Color Revolutions' practiced by various global powers in different countries following the Cold War.
"Its objective was not merely to change the government, but to destroy the country's nationality, democracy, and constitution itself, trap the nation in a geopolitical vortex, cripple the country's economy, and push the country toward instability and anarchy," reads the dossier presented by Oli.
