IGP succession race heats up as four AFP DIGs getting their term extended

Preparations are underway to extend the tenure of four deputy inspector generals of the Armed Police Force, paving the way to the post of Inspector General of the Police.

One among those whose tenure is extended will be promoted to the post of AFP additional inspector general (AIG) of the police in the coming Nepali month Baisakh (April-May).

The promoted AIG will assume the role of IGP of the Armed Police Force in next 38 months under the current regulations.

The government is making preparations to extend the tenure of four DIGs by one year on the recommendation of IGP Raju Aryal of the Armed Police Force.

IGP Aryal has recommended DIGs Kamal Giri, Ganesh Thada Magar, Kul Bahadur Nembang and Shambhu Subedi for an extension of their tenure.

The four-year term of these four DIGs is expiring on January 7. If their tenure is extended prior to this, one of them will get an opportunity to lead the Armed Police Force.

Rule 65 of the Armed Police Regulations in Nepal has a provision regarding the mandatory retirement of AFP personnel. Sub-rule (1) of the same rule states that the tenure of IGP, AIG, and DIG shall be four years.

However, sub-rule (2) stipulates a provision that the tenure of AFP officers holding the posts of Additional Inspector General of Armed Police and Deputy Inspector General of Armed Police can be extended by one year on the recommendation of the Inspector General of Armed Police. If they are not promoted to a higher level within the extended time period, they will retire.

However, if the AIG and DIG reach the age of 56, they will be subject to compulsory retirement, regardless of their remaining term. The age limit for the IGP is 58 years. Similarly, there is a provision for compulsory retirement even after completing 30 years of service, irrespective of age.

According to a source at the Home Ministry, an upcoming cabinet meeting will make a decision on the tenure extension of the DIGs.

The Home Ministry has already submitted a proposal to the Council of Ministers for the term extension.
