The cabinet meeting convened at Singha Durbar on Monday evening removed Kulman Ghising and appointed Hitendra Dev Shakya as the new Managing Director of Nepal Electricity Authority (NEA).

Earlier, Shakya had also been appointed as the Managing Director by the government led by KP Sharma Oli.

Shakya was initially appointed as the acting Managing Director of the Authority on November 8, 2020. On February 11, 2021, the cabinet promoted him as the Managing Director.

After Oli was removed from office due to a Supreme Court mandamus, the government led by Sher Bahadur Deuba dismissed Shakya and appointed Kulman Ghising as the Managing Director of the Authority.

Shakya had filed a writ petition at the Supreme Court against the government's decision on August 17, 2021.

Despite filing the writ, no decision was made during his remaining tenure, even though Shakya—who was later transferred to the Water and Energy Commission Secretariat under a special arrangement—had pursued legal action.

From August 24 to September 22, 2021, then Chief Justice Cholendra Shumsher Rana held four preliminary hearings on the petition in his single bench. After the bench refused to issue an interim order, the Supreme Court has kept the case pending, with no final decision.
