Ramhari Khatiwada, the chairperson of the State Affairs and Good Governance Committee of the House of Representatives, has resigned from his post. He announced his resignation while addressing the House of Representatives meeting on Tuesday.
"I felt that I should take responsibility since my signature was on the bill," he said. Khatiwada had faced criticisms after allegations arose that manipulative language was inserted into the Federal Civil Service Bill, rendering the cooling-off period provision ineffective.
A parliamentary special committee was formed to investigate this matter. After 27 days of study, the committee prepared a report and, on August, held Khatiwada and others responsible.
Prior to today's parliamentary meeting began, Khatiwada met with Speaker Devraj Ghimire, Congress Chief Whip Shyam Kumar Ghimire, and others.
"On the day the error in the Civil Service Bill (Cooling-off Period) came to light, I had already returned facilities like the official car," Khatiwada said. "From the very beginning, I had taken a firm stance that a two-year cooling-off period should be maintained, and the committee also took the same stance before passing it and sending it to Parliament."
The error occurred while drafting the bill report, he said. "The mistake was not mine nor the committee's. Hope such errors won't happen in the future," he said accusing the special class officials being behind this error.
