Ruling Nepali Congress and CPN (UML) have initiated discussions yet again to oust Deputy Speaker Indira Rana.
These two ruling parties had rendered efforts to remove Rana from her post last year, too. However, they had backtracked from their move for the fear of not having two-thirds majority in the parliament and possible criticisms from the general public.
According to sources, the ruling parties have asked CPN (Unified Socialist) for its support.
Top-notch leaders and office-bearers of NC are currently holding discussions on this issue at Budhanilkantha, leader Arjun Narasingha KC said. The ruling parties are making preparations to remove Rana on the ground of misdemeanor, said KC.
Last year, the two parties had prepared to register a proposal for her removal in the House of Representatives on the ground of misconduct, in accordance with Article 91 of the Constitution.
Article 91 (6c) of the Constitution outlines that a resolution passed by a two-thirds majority of the House of Representatives can remove Speaker or Deputy if their conduct is deemed incompatible with his position.
Rana has been appointed as the Deputy Speaker from Rastriya Swatantra Party (RSP) quota.
There are a total of167 lawmakers including 88 from NC and 79 from UML. Additional 16 lawmakers are required to remove Deputy Speaker. The two largest ruling parties cannot remove the Deputy Speaker without the support of fringe parties.
In response to the NC and UML's move to remove Rana as Deputy Speaker, RSP spokesman Manish Jha said his party has not formed any opinion on it so far.
