Govt directs 11 envoys to return on tickets previously issued

The government has formally notified the ambassadors of eleven countries to return home. The letters were sent to the embassies of all eleven countries on Monday evening, asking the ambassadors to return.

The ambassadors recalled in this manner are the Nepali ambassadors to China, Germany, Israel, Malaysia, Qatar, Russia, Saudi Arabia, Spain, the United Kingdom, Japan, and the United States of America.

"Your Excellency is kindly informed that a decision (at the level of the Honorable Prime Minister and Minister for Foreign Affairs) was made on November 3, 2025 to recall you to Nepal to work at the Ministry of Foreign Affairs until further arrangements are made," the letter stated.

The letter further said, "Furthermore, as per the same decision, Your Excellency is kindly requested to use the previously issued air ticket in your name for travel to Nepal and report to the Ministry by November 6, 2025)."

The letter, sent by the General Administration Division of the Ministry of Foreign Affairs, was signed by the Division Chief, Surendra Kumar Yadav.

The letter also mentioned that following the return of the ambassadors to Nepal, the Deputy Chief of Mission (DCM) at the respective mission would serve as the Chargé d'affaires (Acting Ambassador).

A joint bench of the Supreme Court on Sunday had issued an interim order, directing the government not to implement the decision to recall the ambassadors. When the court order was discussed by the Cabinet on Monday, members informally agreed not to issue a letter upholding the ambassadors' positions despite the interim ruling.

However, after the concerned ambassadors wrote to the Ministry of Foreign Affairs regarding the Supreme Court's interim order and the letters sent by the travel agency named 'C Link' asking whether to cancel the tickets already issued, the government on Monday evening instructed them to return home using the already booked tickets.

According to a source, the government found it easier to make this decision because the Supreme Court's interim order had not formally reached the Council of Ministers.

"The interim order issued by the joint bench of the Supreme Court must reach the Cabinet via the Office of the Attorney General," the source said, "Since the formal information about it had not arrived at the Cabinet, and the ambassadors had also started writing letters asking what to do with the tickets that had already been booked, they were instructed to return with a letter assigning them to duties at the Ministry of Foreign Affairs."
