NC leader Koirala unveils 8-pt poll pledge paper

Nepali Congress (NC) leader Dr Shekhar Koirala, the candidate for Morang Constituency 6, has made his commitment public on Tuesday.

Koirala has mentioned his commitments in 8 main points in his pledge paper.

Which are as follows:

  1. Strong democracy and full implementation of the constitution. Democratic ideals cannot survive on sentiment alone; they must be institutionalized to endure.

* Active role in parliament for constitutional amendment and full implementation

* Strengthening federalism and full implementation of rights

* Protection of civil liberties, press freedom and the rule of law

* Initiatives to prevent political abuse of public institutions

* Citizen participation system in policy making

* Protection of faith, religion, art, culture and traditions of all ethnic groups

Message: Development is sustainable only when democracy is secure.

2. Industrial renaissance and employment creation Morang 6: The historical foundation of industry.

* Closed/weak industry reopening policy

* Tax concessions for small and medium enterprises (SMEs)

* Upgrading Biratnagar Airport to a regional airport

* Developing Gudri Bazaar in the PPE model

* Industry-education collaboration (internship-job pipeline)

* Employment priority policy for local youth

* Developing Biratnagar as a Special Economic Zone (SEZ)

* Attracting production-oriented investment

* Modernizing local markets

Message: ‘Not abroad for employment, but in one’s own region’

3. Flooding/inundation solution and safe infrastructure: permanent solution.

* Long-term master plan for rivers including Budikhola, Keshaliya, Singhiya and Gachhiya

* Construction of embankments

* Scientific drainage and sewage system

* Rainwater management

* Completion of Girija Prasad Koirala Cricket Stadium

* Expansion of early warning system for disasters

Message: Flood control: Protection of life and property

4. Climate-friendly agriculture and farmer protection. Farmers need a system, not sympathy.

* Climate-friendly seeds and technology

* Promotion of drip/sprinkler irrigation

* Fertilizer, seed, market assurance

* Policy to link agricultural production:  processing industry

* Expansion of agricultural insurance

* Barren land utilization program

* Promotion of organic farming

Message: Farmers' sweat: Backbone of the economy

5. Education reform and skill-based opportunities are not just degrees.

* Digital classrooms and smart teaching

* Technical/vocational education expansion

* Skill-employment coordination program

 Skill-oriented programs for those without higher education

* Upgradation of government schools

* Scholarships and inclusive education

* Upgradation of Madrasas/Gurukuls

Message: Skilled youth are not unemployed

6. Easy access to health and trust in health services: a fundamental right.

* Upgradation of government hospitals

* Affordable treatment management

* Strengthening primary health services

* Systematic implementation of health insurance

* Maternal and child health programs

* Regular free health camps

Message: Access to health: a dignified life

7. Technology, digital services and youth empowerment. The future is digital - preparation is today.

* Establishment of local IT hubs

* Startup funds and concessional loans

* Coding, AI, digital skill training

* Digital employment creation

Message: Digital Nepal from the local level

8. Good governance, transparency and social security development. If corruption is involved, the people will be involved.

* Zero tolerance against corruption

* Digital public service system

* Public grievance registration/resolution room

* Cooperative reform and savings security

* Women's entrepreneurship program

* Youth entrepreneurship fund

* Expansion of senior citizen/disability services

Message: Prosperity is not possible without good governance
