Victims' Struggle Committee and govt reach 5-pt deal on Gaur massacre

The Gaur Massacre Victims' Struggle Committee and the Nepal government have struck a five-point agreement on the Gaur killing on Tuesday. 

A five-point agreement was reached between the Ministry of Home Affairs and the Struggle Committee on Tuesday.

The letter of agreement was signed by Joint Secretary and Spokesperson Narayan Prasad Bhattarai on behalf of the Ministry of Home Affairs and Chairman Rupsagar Devi on behalf of the Struggle Committee.

The agreement letter reads that the complaint registered against the incident will be investigated and those found guilty will be penalized according to the law based on the facts and evidence.

With the agreement, the Struggle Committee has withdrawn all the protest programs.

During the armed insurgency, 28 Maoist cadres were killed in a clash between Madhesi Janadhikar Forum and then CPN (Maoist) cadres at Gaur in Rautahat on March 21, 2007.

After the Forum and the Maoists tried to hold a meeting at the same place, there was a clash between the two sides.

Tribhuvan Sah had filed a writ petition in the Supreme Court demanding justice on behalf of the relatives of those killed.

A case was also filed in the Supreme Court on behalf of the victims’ family, after the police paid no heed to their plea despite filing a complaint against the murder case at the District Police Office, Rautahat.

The agreement reached between the government and the Struggle Committee:
The following agreement was reached between the protesting Gaur Massacre Victims' Struggle Committee and the Government of Nepal, regarding the bloodshed in Gaur of Rautahat district on March 31, 2007.

1) Investigate the murder case and the complaints registered regarding the incident and take action against the guilty in accordance with the law based on the facts and evidence.

2) To publish in the Nepal Gazette the details of the persons who died in the Gaur incident on March 31, 2007 and were declared martyrs by the meeting of the Council of Ministers on December 24, 2008. In the case of those who died in the incident but were exempted from being declared as martyrs, the process of declaring them as martyrs should be forwarded.

3) To carry forward the process of constructing a martyr's memorial in Rautahat district in memory of the people who died in the Gaur incident, this year. 

4) To request the Ministry of Health and Population to make proper treatment arrangements for the persons who were injured in the incident and to request the office of the Prime Minister and the Council of Ministers to provide financial assistance. 

5) Immediately end all the programs of the protests conducted by the Gaur Massacre Victims' Struggle Committee.
