The Ministry of Foreign Affairs has appointed Aruna Joshi, the joint secretary at the Ministry of Law, to facilitate the general convention of the Non-Resident Nepali Association (NRNA).
A meeting of the Foreign Ministry on Sunday took a decision to this effect based on the recommendation of the Ministry of Law, Justice and Parliamentary Affairs.
Joint Secretary Joshi currently heads the Treaty, Agreement, and International Law Division at the Ministry of Law. The Ministry of Foreign Affairs has also informed Shesh Ghale, the coordinator of the High-Level Committee revived by the Supreme Court's mandamus, about Joshi's appointment.
The 81st meeting of the NRNA's International Coordination Council had formed a dispute resolution committee led by Ghale, which included former presidents. However, it was subsequently dissolved on the ground of failing to reach a consensus.
On April 3, 2024, a bench of Supreme Court Justices Sapana Pradhan Malla and Nahakul Subedi revived the Ghale-led committee, directing that the dispute be resolved from the point where it originated. The Court also directed that a Joint Secretary from the Ministry of Law be appointed to facilitate this committee.
However, the current executive committee led by Dr. Badri KC argues that since they have received legitimacy from the Supreme Court itself, no external committee should intervene.
On August 6, 2024, a bench of Justices Til Prasad Shrestha and Tek Prasad Dhungana ruled that the Dr. KC-led committee should be allowed to function without obstruction.
Following this Supreme Court verdict, the Dr. KC-led committee has been officially operating the NRNA office. The KC-led committee has decided to hold the 12th NRNA General Convention from October 11 to 14 in Kathmandu.
