UML opposes Ramhari's chairmanship over cooling-off provision manipulation; NC to review report

The special parliamentary committee formed to investigate the alleged tampering of the cooling-off period provision in the Federal Civil Service Bill found Ramhari Khatiwada, chairman of the State Affairs and Good Governance Committee, responsible on August 5.

The probe committee report held accountable Chairman Khatiwada and Secretary Suraj Kumar Dura for the tampering of the cooling-off period provision in the Bill.

While Dura has already been relieved of his post as the secretary, talks are ongoing whether to accept Khatiwada as the chairman.

The other members of the Committee have suggested that Khatiwada should tender his resignation on the moral ground.

UML lawmaker and parliamentary committee member Basudev Ghimire said that President should resign on the moral ground.

"The report has clearly stated the names of chairman and secretary. There is no confusion. Once they are held accountable, they should have tendered their resignations right away," Ghimire told Nepalkhabar.

He should quit as the chairman, paving the way for another lawmaker of the same party to take over the post. It could be the best option. 

Similarly, chief whip of the opposition party CPN (Maoist Center) Hitraj Pandey stated that the report of the investigation committee should be implemented.  

However, NC Vice President Purna Bahadur Khadka refrained from commenting on the report, stating that he had not yet studied it thoroughly.

"First of all, I have not received the copy of the report. I cannot pass any comments on it immediately without going through the report," said Khadka.

Opposition Rastriya Swatantra Party lawmaker Dr Chanda Karki also questioned the morality of the chairman of the State Affairs Committee.

After questions were raised regarding Chairman Khatiwada, Speaker Devraj Ghimire held a meeting with NC Chief Whip Shyam Ghimire and UML Chief Whip Mahesh Bartaula. During the discussion, the Speaker expressed concerns about Khatiwada, the chairman of the State Affairs Committee.
