Shram Sanskriti Party, led by Harka Sampang, has officially submitted its proposal to the government’s Constitution Amendment Draft Committee, advocating for a radical shift in Nepal’s governance.
In the proposal dispatched on Thursday, Party Chair Sampang stressed the need for a directly elected executive head or President, arguing that the leader should be chosen directly by the people.
Key highlights of the proposal
The President should have the authority to appoint ministers from outside the parliament to ensure technical expertise and efficient governance.
While the executive would choose their cabinet, the proposal mandates that the selection must remain inclusive, reflecting all castes, communities, and genders.
The parliament should function strictly as a law-making body. To prevent any "executive autocracy," the proposal suggests strengthening the provision for impeachment.
Sampang has called for a "fully inclusive" state system, ensuring all ethnic groups are represented in every state organ, including the Nepal Army, Police, and civil service.
The government task force, which had invited suggestions from all political parties to prepare a discussion paper on constitutional amendments, is scheduled to meet at 3:00 pm today to deliberate on the submitted proposals.
