The government has decided to recommend the President yet again to issue an ordinance related to the Constitutional Council.
A cabinet meeting held on Monday decided to send the ordinance related to the Constitutional Council again to the President, informed government spokesperson and Minister for Education Sasmit Pokharel.
Earlier, the government had sent the Constitutional Council Ordinance to the President on April 27. However, President Ramchandra Paudel sent it back for reconsideration on Sunday.
A discussion was held on this in Monday's cabinet meeting and the meeting decided to send the ordinance again to the President.
Earlier, the government led by KP Sharma Oli and Sushila Karki had also sent this ordinance to the President. The Oli-led government sent it on July 9, 2025 and the Karki-led government on November 18, 2025. The President had not endorsed it at the time.
Now, the Balendra Shah-led government has decided to send the ordinance with similar provisions to the President again.
While the current ordinance seeks to allow the six-member Constitutional Council to make decisions with just three members present, under existing law, a quorum requires the Chairperson (Prime Minister) and at least four other members.
