Dr. Swarnim Wagle, vice-president of the Rastriya Swatantra Party (RSP), has called for a directly elected executive system in Nepal. He also proposed that the cabinet should be formed with a maximum of 15 experts rather than elected lawmakers.
"Our party believes that the executive should be directly elected based on the issues at hand," Wagle stated in a conversation with RSS, "The current system, where the Prime Minister and ministers are picked from parliament, should not continue. A directly elected Prime Minister should be able to form a cabinet of no more than 15 experts."
Wagle argued that Nepal currently has 884 federal and provincial lawmakers, which he considers excessive. "We don’t need these many lawmakers," he said. "If the federal executive is directly elected, the chief ministers in the provinces should also be directly elected."
He further clarified, "Some portray RSP as anti-federalist, which is incorrect. The current provincial structure has failed to deliver. We should retain the identity of the seven provinces while ensuring that, like at the federal level, the chief ministers can form a cabinet of 4-5 experts."
Wagle also suggested reducing the number of local governments. "The current 753 local units should be cut down to fewer than 500," he said. "The role of provinces should primarily be coordination."
Additionally, he argued that a 35-member inclusive National Assembly would suffice to represent.
