The Judicial Council recommended 27 judges for appointment to the High Court on Thursday.
After extensive deliberations, the Judicial Council finalized its recommendations for judicial appointments, leaving the positions of the two Chief Judges unfilled.
Among the recommended candidates, 16 are district judges who have been promoted to the High Court, while a total of five employees are included in the recommendation list.
Among the employees, one is a government attorney, one is a legal officer, and three are judicial service officers. The name of Yam Bahadur Budhamagar, the secretary of the Judicial Council, is atop the list of judicial service officers.
Similarly, six legal professionals have been recommended.
There has been a quota-sharing arrangement between the ruling coalition partners -- Nepali Congress and CPN (UML). Under this arrangement, Nepali Congress has received double the share compared to UML.
From the legal professionals, Sharmila Thapa Bista (Manamaiju-9, Kathmandu), Pratap Singh Thakurathi (Mahendranagar-4, Kanchanpur), Shyam Kumar Bishwakarma (Sabhapokhari-1, Sankhuwasabha), and Arun Kumar Panjiyar (Janakpur-15, Dhanusha) are from the Nepali Congress quota.
Only Balkrishna Gaire (Shivamandir-7, Nawalparasi) and Nisha Baniya (Lekhnath-1, Kaski) are from the UML quota.
Currently, the Judicial Council is dominated by Nepali Congress. There are three members with a Congress background and two with a UML background.
Earlier, when justices were recommended for the Supreme Court, only Megha Raj Pokharel, who has a Congress background, was selected. The remaining three were Chief Judges of the High Court, while the quota reserved for UML was left vacant.
Members of the Judicial Council say that the quota was left vacant after Chief Justice Prakashman Singh Raut was dissatisfied with the names proposed by UML.
