The Federal Parliament Secretariat has initiated the process to restore the personal secretary facility for Members of Parliament (MPs). The decision was made during a recent meeting of the Federal Parliament Secretariat Management and Operation Committee, following persistent pressure from lawmakers, suggestions from former Speakers, and recommendations from the Ministry of Law.
The committee, chaired by Speaker Dol Prasad Aryal and attended by National Assembly Chairman Narayan Prasad Dahal and other top parliamentary officials, has decided to recommend that the government establish specific qualifications for these roles to ensure a more organized system. The matter has been forwarded to the Ministry of Law, Justice, and Parliamentary Affairs to draft the necessary legal framework.
This facility was previously scrapped on On September 21, 2025, by the government led by Sushila Karki as a cost-cutting measure to reduce unproductive spending. The move, which affected Deputy Speakers, Vice-Chairs, and general lawmakers, had sparked significant dissatisfaction within the parliament. However, MPs elected in the recent February elections intensified their demands for the facility’s return, arguing that a strong secretariat is essential for effective legislative work.

Unlike the previous unregulated system, the new proposal introduces strict criteria: personal secretaries must meet the educational qualifications set for civil servants, and lawmakers will be strictly prohibited from appointing family members or relatives to these positions. This regulation is expected to apply to both Federal and Provincial assembly members.
Under the current Remuneration and Facilities of Federal Parliament Officials and Members Act, 2016, an MP's monthly salary stands at Rs 63,513. Additional benefits include a monthly housing allowance of Rs 18,000 for those without a home in Kathmandu, utilities and communication allowances, and daily meeting stipends. Previously, MPs were entitled to one personal secretary equivalent to a Section Officer (Gazetted Third Class), while high-ranking officials were provided with staff at the Under Secretary level.
