Rastriya Swatantra Party (RSP) President Rabi Lamichhane has said that he is in favor of a directly elected executive.
Presenting a political dossier at the closed session of the RSP First General Convention on Tuesday, he said that he is in favor of a directly elected executive with stable leadership and clear responsibilities.
He wrote in the report, “We have some different views on the constitution, which we have been holding since the establishment of the party. We are in favor of a directly elected executive with stable leadership and clear responsibilities.”
In addition, RSP is in favor of a fully proportional electoral system, he wrote in the report.
“We are in favor of a fully proportional electoral system instead of the current very expensive electoral system that ensures representation of all communities,” the report given to the convention delegates said. “We are in favor of making the current National Assembly a non-partisan expert assembly and making the Vice President the Speaker of the Assembly.”He further said that RSP is in favor of restructuring the provincial assembly and provincial government.
He mentioned in the report that the door to review and amend the constitution has opened a decade after it was promulgated, and that the current RSP government has embraced it.
“The door to review and amend the constitution has opened a decade after it was promulgated in 2072 BS,” he noted in the report. “Today, we have naturally reached that review stage. RSP favors an open, honest, and responsible debate regarding the constitution's achievements, its shortcomings, and the reforms our citizens desire.”
