Nepali Congress (NC) parliamentary leader Bhisma Raj Angdembey has made it clear that the party has not formed a 'shadow council of ministers'.

According to him, the party has merely assigned thematic responsibilities to its members in line with the 18 existing government ministries, and in accordance with the party statute.  He stressed that this arrangement should not be interpreted as the formation of a 'shadow government' or a 'shadow council of ministers'.

The ministerial-level responsibilities have been entrust to party members in the House of Representatives and the National Assembly from the party aiming to make parliamentary affairs more effective, rather than forming  a parallel structure as an alternative to the government.

Stating that the term 'shadow government' was in the practice in the Nepali politics in the past, he said, however, the NC has not established such a structure this time.
